Why PMax learning phase matters so much
Performance Max is a black-box auto-bidding system. Until it gathers ~50 conversions in a 30-day rolling window, its bidding signals are too noisy and tROAS swings wildly. Underfunded campaigns can stay "learning limited" indefinitely, which is the worst of both worlds — spending money but never reaching steady-state efficiency.
Three rules to budget by
- • Don't cut budget mid-learning. Resets the conversion clock and forces another 50-conversion ramp.
- • Don't launch three under-funded campaigns. Better to launch one well-funded campaign than spread budget thin.

Performance Max relies on machine learning to optimise across audience, asset, channel and bid signals simultaneously. With fewer than ~50 conversions in a 30-day rolling window, the model has too little data to extract meaningful patterns, so it keeps experimenting (and wasting spend) instead of converging on the best mix.
What happens if I underfund a PMax campaign? +
It stays in 'learning limited' status indefinitely. You'll see inconsistent tROAS, wasted impressions on irrelevant audiences, and underwhelming results. Better to launch one well-funded campaign than three underfunded ones.
Can I cut PMax budget mid-learning? +
Avoid it, Google resets the conversion clock for learning each time the budget changes materially. Better to set a learning-phase budget that's sustainable for 30 days and stick to it. After learning exits, you can adjust.
Should I run multiple PMax campaigns or one? +
